Hector, a lifelong resident of the New Orleans metropolitan area, joined JRS as a staff attorney in July of 2007. He earned his J.D. from the New York University School of Law in 2003, where he received the Vanderbilt Medal for Outstanding Contribution to the Law School and the Black, Latino, Asian-Pacific American Law Alumni Association (BLAPA) Public Service Award. Hector received his B.A. with high honors in International Relations and Latin American Studies from Tulane University in 2000.
Prior to joining JRS, Hector worked as a supervising attorney in the children’s unit of the Los Angeles office of Protection & Advocacy, Inc. Hector represented children with disabilities seeking services in administrative proceedings against state agencies and in special education proceedings against school districts. Previously, Hector was the Southern Poverty Law Center Special Education Fellow at the Juvenile Justice Project of Louisiana (JJPL). As a fellow, Hector was part of a team of three attorneys who successfully brought administrative class action complaints against two of Louisiana’s largest school districts obtaining mediated settlement agreements resulting in systemic reform of the districts’ special education programs. Hector and the other attorneys on this project received the Award for Distinguished Advocacy for the Education Rights of Children with Disabilities from the Council of Parent Attorneys and Advocates (COPAA) in 2007.
Also while at JJPL, Hector became familiar with the juvenile justice system representing youth in post-disposition hearings and other matters as the opportunities arose. Hector now enjoys taking the knowledge and experience he gained working as a special education attorney and applying it to the world of juvenile defense.
